eligible, entitled

この２つの言葉は interchangeable ではありません。例えば ' eligible ' はご覧のように「 social security benefits 」にも「投票」にも使えますが、' entitled ' は「投票」には使えません。
（例文）Are you eligible for social security benefits ?　
（例文）Anyone over the age of 18 is eligible to vote.

' entitled ' のほうは concrete な（何か形のある）物を受ける権利があるという意味なのに対して、
' eligible ' は concrete + abstract な（投票や結婚、運転などの抽象的というか、形の無い）ことについての権利があるという意味をも併せ持ちます。
